Did Aragorn actually resurrect Eowyn?
As everyone else so far has mentioned, technically, no, Aragorn did not “resurrect” Eowyn. She wasn’t dead, and theoretically, she could have come back herself. However, I do believe that it was Aragorn’s power over Eowyn that brought her out of her coma and back into consciousness; I don’t believe that would have happened on its own.

Eowyn was prepared to die and wanted to die; only Aragorn’s request for her return kept her from going deeper into her coma and finally failing completely, and this was because of her love for Aragorn. However, it was Faramir’s love for Eowyn that finally healed her mind completely.
Why doesn’t Aragorn take Eomer on the paths of the dead?
Life has no meaning for her. Aragorn has rejected her, refusing to take her with him on the Paths of the Dead. If he had done otherwise then Théoden and Éomer would have been torn between mustering the Rohirrim to try to raise the siege of Minas Tirith and in following her upon the Paths of the Dead.
