No, it has not. Basically the only console-exclusive feature. Every other exclusive feature is PC-exclusive (like dedicated servers). And to be honest, it is a real rare exception for ANY game to have splitscreen on PC nowerdays.

You can use the windows apps border stripper and winsplit to have full Splitscreen without borders like in my screenshot. Ah yes, yeah i know the Outbreak games (hardcore RE fan here, my nick says it all… mix Jill Valentine and Chris Redfield in it and you get… x3) tho i didn’t knew it had splitscreen support!
