Where can I find Entei and Raikou?
Entei & Raikou run away after you visit the basement of the Burned Tower in Ecruteak City. You can use the map on your Pokegear to find Raikou & Entei. You can catch Suicune, just not until after the Elite Four. HeartGoldPlaya is right… you have to see Suicune in that order in those places before you can even try to catch it.
How do you catch Raikou?

How do I beat Entei?
Start to throw Dusk Balls and Ultra Balls at Entei once it’s HP is in the red zone or a low orange. You may have to throw multiple balls between attacks. You can use Snorlax’s Crunch to weaken Entei. Then hold Leftovers to regain XP as Entei attacks.
