In order to enter the vault, you’ll have to type in Solstice. Entering the area leads you to an elevator on the right side. Once Niko attempts to pull the lever, it’s out of reach so will need to go back to Plight and ask for help. Once you have Plight with you, you should be able to pull down the level.
