Their ultimate goal is to seamlessly get Minecraft: Bedrock Edition users to join Minecraft: Java Edition servers, creating true crossplay between these platforms.
Is it possible to play crossplay PE with Windows 10?
Thus, you can play crossplay PE with Win10 or even with consoles. However, Java edition is built on, of course, Java (which is why you need to download java first) unlike Win10 edition is a UWP game by Microsoft. Thus, you cannot crossplay Java with Windows 10.

No, they are not cross platform for they are coded with two different codes, java is coded with java and windows 10 is coded with C++.
