When you successfully Steal Technology from a Civ and level up your Spy, it’s often wise to move on if they’ve noticed you stealing the Tech. There are Diplomatic Penalties to continue doing so, along with the fact that the Civ is more likely to send their own Spy to their Capital to attempt to Kill your Spy.
