What level do enemies scale to in Borderlands 2?
In normal mode the levels will be between 15 to 30, 30 to 35, or 30 to 38. Depending on which story campaign pack you’re looking at. For all but one of the packs, TVHM mode enemies will scale up to level 50. Once you start a BL2 DLC it will stay at that level.
