What is the best starter Pokemon for Sinnoh?
Piplup was the best sinnoh starter and always will be! Ok a lot of these are biased, opinion based or apply to chimchar as well.

Empoleon is the best full evolved starter! Piplup is easy to evolve too. Plus, not trying to be offensive but piplup, when it evolves it doesn’t look fat! Additionally, piplup’s basic form of a penguin stays.
Is Piplup a good Pokemon to get?
Well, any of them could be good. In my Diamond version, I picked Piplup and he became a Water/Steel type. Normal type moves aren’t very effective and Poison doesn’t effect him at all. He is weak against Ground and Fighting, though. In Platinum, I chose Turtwig. Either way, they’ll all good, I’m sure. It’s up to you to decide.
What Pokemon can you take out with a ground attack?
You can now take out all sorts of pokemon, who wouldn’t die from grass attacks. Fire is no problem for your gras starter, one earthquake and Done. Steel (the water starter last evo has WATER/STEEL), dies within seconds by ground attacks.
Personally I think chimchar is the best sinnoh starter, but I admit I overgrind and it doesn’t have the best defences. However its fast and kills things. Thats all I need in a pokemon.
